Texas certificated service areas published by the Public Utility Commission of Texas: 2,297 water areas, 967 sewer areas, and 477 certificated corridors, each carrying the certificate number, the utility of record, the counties it spans, and any open docket that puts the boundary in dispute. A certificate obligates a retail public utility to serve every customer who asks inside it, so this is the first thing to check on rural land where nobody knows who the provider is. No certificated area at a point is not the same as no service, because a Texas city may serve inside its own limits without holding one. A certificate is also an obligation of record rather than proof that a main, a tap, or capacity reaches the parcel. The commission publishes electric service areas in the same place under a vendor use restriction, so those are deliberately left out and this source cannot say which electric utility serves a point.

⚠ No CCN polygon at a point does not mean no water or sewer service. Texas Water Code 13.242 lets a municipality serve inside its own corporate limits without a CCN, which is why downtown Austin returns zero water and zero sewer CCN.
