Assessment and parcel records for appraisers

An appraiser gets the assessment history a taxing office publishes for a parcel, the county parcel record and its geometry, the site conditions that bear on value, and the area context around it, every number labeled with the year it was published. Sale prices come back only where a state publishes them, and in non-disclosure states they are not published at all.

The desk half of an assignment is retrieval, and it is the half no client believes should take as long as it does.

What this does not cover.

The paragraph a directory of sources will not write, and the one worth reading before an answer goes into a decision someone else pays for.

  • Assessed value exists to allocate tax. It follows a statutory schedule, and several states cap or lag it by law.
  • Assessment history is published unevenly. Some counties publish many years, some publish one, and agricultural or exempt years frequently carry no value at all.
  • In non-disclosure states there is no public sale price, so the record cannot be filled in from elsewhere without becoming an estimate.
  • Condition, interior detail, and remodel history are absent from public records everywhere.

What still comes from the field.

Retrieval is the part a public record can do. The judgment is the assignment.

County by county.

Assessment records are published county by county on county schedules. The county pages name every county where ParcelOps has a route it has queried and checked, and the fields that route returns.

Questions appraisers ask.

How many years of assessment history come back?

Whatever that county publishes, which varies widely. ParcelOps returns the years it can read with each year labeled, and returns nothing where a year is absent rather than carrying the previous value forward. Agricultural and exempt parcels often show years with no value at all, and that gap is shown as a gap.

Can I use this for comparable sales?

Only where a state publishes prices. Texas and the other non-disclosure states do not, so no public source can supply a parcel level price there. Where prices are published, treat what comes back as the record to verify rather than as the verification.
