Collateral and hazard records for lenders and underwriters

A credit file gets the county parcel and assessment record behind the collateral, the published flood and hazard picture for the location, the program geography that changes terms, and the public lending and housing context around it, each with the agency and the year attached. None of it is a flood determination, an appraisal, or a credit report, and those three are where the regulated answers live.

Two of the property questions in a credit file have regulated answers with named vendors behind them. Confusing those two with the rest is how a file ends up resting on the wrong document.

What this does not cover.

The paragraph a directory of sources will not write, and the one worth reading before an answer goes into a decision someone else pays for.

  • No credit data, no borrower data, and no scores. Nothing here touches a consumer report.
  • No appraisal and no automated valuation. Assessed value is a tax record.
  • No flood hazard determination. ParcelOps returns the published map answer and the panel behind it, which is a different document with different liability attached.
  • Sale prices exist only where a state publishes them, so a value history in a non-disclosure state is an assessment history alone.

What each record decides, and what it does not.

These four are the ones a credit memo most often overstates.

A flood zone reading
What comes back is the modeled designation and the map panel behind it. A standard flood hazard determination is a separate regulated product, and the lender requirement is satisfied by that document rather than by this one.
A program designation
A location either falls inside a published designation for a given year or it does not. Applicant facts, program rules, and the agency decide eligibility.
An assessed value
A tax record on a statutory schedule. Useful as a consistency check against an appraisal, never a substitute for one.
An entity match
Public filings show what was filed under a name. Control, beneficial ownership, and current standing need the primary record.

Collateral is county work. The county pages name the counties where ParcelOps has a parcel route it has queried and checked, and the fields that route returns.

Questions credit teams ask.

Can this replace a flood zone determination?

No. The determination is a regulated product with a vendor, a form, and liability attached to it, and a lender obligation is met by that document. What ParcelOps returns is the published map answer with the panel it was read from, which is the same underlying map read earlier in the process and at no cost.

Where does program geography change a credit decision?

It flags the files that need a program review, and it does that before anyone has spent time on one. A location either falls inside a published designation for a stated year or it does not, which routes the file. Whether the deal qualifies is decided by the program rules, the applicant facts, and the agency, and the year of the file that was read comes back so a stale designation is visible.

How do I document where a number came from?

Every answer names the publishing agency, the file, and the date it was read, and those travel with the value rather than sitting in a separate note. That is the part a credit file and an examination both need, and it is the part that disappears when someone copies a figure out of a county website into a spreadsheet.
